Message from the Director

Public health outcomes are shaped not only by individual behaviour, but by the quality of policy decisions, regulatory integrity, and the seriousness with which existing laws are implemented.

The Council for Public Health was conceived as an institutional platform to examine preventable health harms through evidence, law, and accountability. Over time, it has become increasingly clear that public health challenges persist not due to lack of scientific knowledge, but due to gaps in policy design, enforcement, and institutional resolve.

Among these challenges, tobacco-related harm stands out as one of the most preventable causes of disease and death. Despite extensive evidence and well-established legal frameworks, tobacco continues to impose a disproportionate burden on health systems and communities.

CPH’s work is therefore oriented towards understanding how public health evidence translates into policy, how regulatory frameworks are applied in practice, and where accountability mechanisms fall short. The objective is not advocacy for its own sake, but strengthening systems that are already mandated to protect public health.

This platform is intended to support informed public discourse, policy engagement, and institutional accountability in the interest of population health.

Director Profile

Dr. Suresh Kumar Ch is a public health professional with over 15 years of experience in public health practice, policy engagement, and tobacco-related health challenges.

His work has focused on the intersection of public health evidence, statutory and regulatory frameworks, and implementation gaps, with particular emphasis on tobacco control, cessation strategies, and health systems accountability.

As Director of the Council for Public Health, he provides strategic guidance to the organisation’s research, policy analysis, and public health advocacy, while maintaining an institutional, evidence-driven approach to public health governance.
